Whose responsibility?
Heather was being bullied at school by Tina,
and Heather's mother went to the police station, and she reported Tina to the police officer.

Heather's mother went to Heather's school and she found Chloe, Heather's friend.

The school teacher's duty is to teach students and make them a good environment to study, and Heather was bullied, so it means that the teacher didn't carry out his or her duties well.
The school principal needs to do education about bullying to students, and if the bullying occur, the principal need to punish them. But he or she didn't do anything to Heather and Tina.
And the bystanders need to stop Tina bullying Heather or tell their teacher and principal that Heather is being bullied by Tina.
So, they all have responsibility to the bullying affair. They all need punishment legally.
