I would say, the ability to understand, speak and write in a particular language comes, in most cases, from one¡¯s effort, experiences and, I would dare to say, the audacity to deal with the reality he/she faces, not so much from what kind of career group one belongs to, or which geographical area of the world one comes from. In another words, you can¡¯t just state that, say, every high school senior in Singapore has better command of English in explaining the contents of high school curriculum than every Korean college professor, even though we recognize what one does can affect one¡¯s command of language.
I can guess what you tried to say in your writing, but still, your reasoning can bring about a lot of misunderstanding and the question why it matters. ^^
Let¡¯s just not limit or block human ability by a certain categorizing. Regardless of what you do, where you live, and what kind of people you deal with, you can still excel the other group of people and, in the same respect, you could be beaten by another. There are a great many living counterexamples that would argue against the reasoning that judges and ranks, as you did, people¡¯s language development in line with a certain categorizing.
I just wonder why do you think or imagine all of these things? any reason?
